BACKGROUND AND PURPOSE
The light-duty motor vehicle purchase or lease incentive program subsidizes the purchase of various kinds of reduced emissions vehicles, such as electric or hybrid cars. It has been noted that a statutory change is needed to make certain motorcycles powered by an electric drive eligible for an incentive under the program. H.B. 1649 provides for that statutory change.

CRIMINAL JUSTICE IMPACT
It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 1649 amends the Health and Safety Code to make a motorcycle that is a new light-duty motor vehicle powered by an electric drive and meets applicable statutory requirements eligible for the $2,500 incentive under the light-duty motor vehicle purchase or lease incentive program.

EFFECTIVE DATE
On passage, or, if the bill does not receive the necessary vote, September 1, 2019.
