Pursuant to an announcement from the house floor on May 6, 2019, and permission granted on May 6, 2019, to meet while the House was in session, the House Committee on Licensing & Administrative Procedures met in a formal meeting and was called to order by the chair, Representative King, Tracy O., at 6:47 p.m.

The initial quorum call was answered as follows: Representatives King, Tracy O.; Goldman; Geren; Harless; Hernandez; King, Ken; Kuempel; Paddie; and Thompson, Senfronia.

The chair laid out HB 3222 as pending business.

Representative King, Ken offered a complete committee substitute.

The committee substitute was adopted without objection.

The chair moved that HB 3222, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed and be sent to the Committee on Local and Consent Calendars.  The motion prevailed by the following record vote:
