R E S O L U T I O N
         WHEREAS, Dr. Speck Phillips of Victoria is celebrating his
  100th birthday in 2021, providing a welcome opportunity for family
  and friends to express the love and affection they hold for him; and
         WHEREAS, As a boy, Speck Phillips moved with his family to
  Texas at the start of the Great Depression; he graduated from
  Refugio High School in 1939 and then answered his nation's call to
  duty, serving for five years in the U.S. Navy; in 1953, he received
  a veterinary medicine degree from Texas A&M University, where he
  was honored as the outstanding student in his graduating class; and
         WHEREAS, Dr. Phillips practiced veterinary medicine for more
  than half a century in Victoria, and he built a loyal clientele at
  the Main Street Animal Hospital; he worked at four large ranches in
  the area and gained experience caring for animals of all sizes,
  including cattle; and
         WHEREAS, In all his endeavors, Dr. Phillips enjoys the love
  and support of his wife of 56 years, Bobbie Phillips, and their six
  children; a man of strong faith, he has taught Sunday school at the
  Rocky Creek Baptist Church, the Port O'Connor First Baptist Church,
  and the First Baptist Church of Victoria; he has also been involved
  in jail and prison ministries and has shared the gospel at the
  Victoria County Juvenile Center for nearly two decades; a devoted
  student of the Bible, he has committed numerous passages of
  scripture to memory; and
         WHEREAS, Dr. Speck Phillips has witnessed a panorama of
  change over the course of a century, and he has met life's
  challenges and opportunities with dignity and grace, earning the
  deep admiration of all who are privileged to know him; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 87th Texas
  Legislature, 2nd Called Session, hereby congratulate Dr. Speck
  Phillips on the occasion of his 100th birthday and extend to him
  sincere best wishes for continued happiness; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Speck Phillips as an expression of high regard by the
  Texas House of Representatives.
