AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

Although school board members are required to receive training on school district administration, evaluating student performance, and other matters, they are not required to undergo school safety training despite being charged with keeping our children safe.

H.B. 690 would require school board members to take a course on school safety. This change would provide them with the knowledge necessary to make the best decisions possible when protecting school campuses.

H.B. 690 amends current law relating to training requirements for a member of the board of trustees of an independent school district.

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 11.159, Education Code, by adding Subsection (b-1), as follows:

(b-1) Requires the State Board of Education (SBOE) to require a trustee to complete training on school safety. Requires SBOE, in coordination with the Texas School Safety Center, to develop the curriculum and materials for the training.

SECTION 2. Requires SBOE, not later than January 1, 2022, in coordination with the Texas School Safety Center, to develop the curriculum and materials for the training on school safety required under Section 11.159(b-1), Education Code, as added by this Act.

SECTION 3.� Effective date: September 1, 2021.
