BACKGROUND AND PURPOSE
The Victims of Communism Memorial Foundation was unanimously authorized by the U.S. Congress and signed into law by President Clinton to raise awareness about the atrocities committed against more than 100 million people living under communist dictatorships. A bill to designate a memorial day for those who died under communist regimes was developed by the foundation and has been passed in many states. H.B. 1057 seeks to designate such a day in Texas in order to remember victims of communism and serve as a reminder of what people living under communist regimes have suffered and continue to suffer around the world.

CRIMINAL JUSTICE IMPACT
It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 1057 amends the Government Code to designate November 7 as Victims of Communism Day in memory of the more than 100 million people who died and countless others who suffered under communist regimes and to authorize the regular observation of the day by appropriate ceremonies and activities.
