BACKGROUND AND PURPOSE
There have been calls to honor retired U.S. Marine Master Sergeant Rodney Lee Buentello, who was a two-time Purple Heart recipient who sacrificed his life to save two teens from drowning, with a memorial highway designation. H.B. 2431 seeks to honor Mr. Buentello's service and sacrifice by designating a portion of State Highway 173 in Bandera County as the Master Sergeant Rodney Lee Buentello Memorial Highway.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

ANALYSIS
H.B. 2431 amends the Transportation Code to designate the portion of State Highway 173 in Bandera County from the south end of the bridge crossing the Medina River in the city of Bandera to the Medina County line as the Master Sergeant Rodney Lee Buentello Memorial Highway, in addition to any other designation. The bill requires the Texas Department of Transportation, subject to a grant or donation of funds, to design and construct markers indicating the designation as the Master Sergeant Rodney Lee Buentello Memorial Highway and any other appropriate information and to erect a marker at each end of the highway and at appropriate intermediate sites along the highway.
