BACKGROUND AND PURPOSE

Although recent legislation has established Holocaust Remembrance Week in Texas public schools, the state currently does not include International Holocaust Remembrance Day in its list of recognition days. H.B. 2728 seeks to remedy this issue by establishing a day of recognition for International Holocaust Remembrance Day on January 27.

CRIMINAL JUSTICE IMPACT

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

H.B. 2728 amends the Government Code to designate January 27 as International Holocaust Remembrance Day to commemorate the anniversary of the liberation of Auschwitz-Birkenau and to honor the millions of victims of the Holocaust. The day may be regularly observed by appropriate ceremonies and activities.

EFFECTIVE DATE

September 1, 2021.
