BACKGROUND AND PURPOSE

It has been suggested that certain residents in Nueces County would benefit greatly from a colonia self-help center, which provides low-income residents with vital resources to help improve their living conditions. While these centers have been established in economically distressed areas, one has not been established in the county. H.B. 2893 seeks to address this issue by requiring the Texas Department of Housing and Community Affairs to establish a colonia self-help center in the county.

CRIMINAL JUSTICE IMPACT

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

H.B. 2893 amends the Government Code to require the Texas Department of Housing and Community Affairs to establish a colonia self-help center in Nueces County. The bill makes a related change to the composition of the Colonia Resident Advisory Committee.

EFFECTIVE DATE

September 1, 2021.
