BACKGROUND AND PURPOSE

 

Currently, only some municipalities of a certain size are authorized to impose an EMS fee to support the provision of the municipality's EMS services, even though other municipalities would benefit by imposing these fees. H.B. 2914 seeks to authorize the City of Grand Prairie to address EMS funding shortfalls through the imposition of a fee by council resolution.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 2914 amends the Local Government Code to decrease from more than 220,000 to more than 150,000 the minimum population threshold of a municipality that, along with other statutory requirements in the fire fighters' and police officers' civil service law, authorizes the municipality to establish a monthly fee for the costs of emergency medical services.

 

EFFECTIVE DATE

 

September 1, 2021.
