BACKGROUND AND PURPOSE
During the COVID-19 pandemic, the Professional Bull Riders organization was unable to host its World Finals event in Las Vegas and sought out another location to host the event, eventually selecting a venue in Arlington, Texas. H.B. 3023 seeks to provide an incentive for the organization to consider hosting this event in Texas again by making the event eligible for funding under the major events reimbursement program.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 3023 amends the Government Code to make the Professional Bull Riders World Finals eligible for funding under the major events reimbursement program.
