BACKGROUND AND PURPOSE
At the time of its creation, the CLL Municipal Utility District No. 1 was planned to serve as a master district with smaller districts being divided out of that district from time to time in order to facilitate development of the land. The district's governing provisions, however, have been interpreted to restrict the original district to being divided only a single time, which is inconsistent with the plan for sequential development of land within the district. H.B. 4610 seeks to address this issue by authorizing the CLL Municipal Utility District No. 1 and a district created by the division of that district to be divided more than once.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 4610 amends the Special District Local Laws Code to authorize the CLL Municipal Utility District No. 1 and a district created by the division of that district to be divided more than once.
