BACKGROUND AND PURPOSE
The Texas Department of Motor Vehicles currently offers an abundance of different types of military service license plates but does not offer an option honoring America's brave submariners. S.B. 791 seeks to remedy this situation by providing for the issuance of specialty license plates to honor those who have served on a submarine while in the U.S. Navy.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
S.B. 791 amends the Transportation Code to require the Texas Department of Motor Vehicles to issue specialty license plates for persons who served on a submarine while in the U.S. Navy. The license plates must include the words "U.S. Navy Submarine Service" in red letters at the bottom of each plate and a depiction of the Submarine Warfare insignia on the left side of the plate.
