BACKGROUND AND PURPOSE

In Texas, members of an early voting ballot board are entitled to the same compensation as presiding election judges. However, it has been suggested that the work required of the presiding judge of an early voting ballot board significantly exceeds that of an early voting ballot board clerk. Accordingly, the presiding judge of the board should have the opportunity to be compensated at a higher amount than other members of the board. S.B. 1418 seeks to address this issue by authorizing the presiding judge of an early voting ballot board to be compensated at a higher rate than other members of the board.

CRIMINAL JUSTICE IMPACT

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

S.B. 1418 amends the Election Code to authorize the presiding judge of an early voting ballot board to be compensated at a higher rate than other members of the board, at the discretion of the appropriate authority.

EFFECTIVE DATE

September 1, 2021.
