BACKGROUND AND PURPOSE
The Driftwood Conservation District was created several years ago, is part of a golf course development in Driftwood in Hays County, and is within the extraterritorial jurisdiction of the City of Dripping Springs. The district's boundaries in its enabling legislation need to be changed in order to reflect annexations made with the city's consent in response to landowner petitions. S.B. 2183 makes these boundary changes.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
S.B. 2183 amends Chapter 632, Acts of the 85th Legislature, Regular Session, 2017, to change the boundaries of the Driftwood Conservation District. The bill provides for the validation and confirmation of certain district actions, elections, and proceedings taken before the bill's effective date.

On passage, or, if the bill does not receive the necessary vote, September 1, 2021.
