A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to the reporting of certain information on career and |
|
technology education in public schools. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Subchapter F, Chapter 29, Education Code, is |
|
amended by adding Sections 29.195 and 29.196 to read as follows: |
|
Sec. 29.195. PEIMS REPORTING REQUIREMENTS FOR CAREER AND |
|
TECHNOLOGY EDUCATION PROGRAMS. (a) Each school district and |
|
open-enrollment charter school shall include the following |
|
information regarding career and technology courses offered by the |
|
district or school in the district's or school's Public Education |
|
Information Management System (PEIMS) report: |
|
(1) a list of the career and technology courses |
|
offered by the district or school; |
|
(2) the number of career and technology classroom |
|
teachers in the district or school: |
|
(A) certified under Subchapter B, Chapter 21; or |
|
(B) issued a school district teaching permit |
|
under Section 21.055; and |
|
(3) the number of contracts the district or school has |
|
entered into with other districts or schools, public or private |
|
postsecondary educational institutions, or trade or technical |
|
schools to provide career and technology courses. |
|
(b) The information included in a school district's or |
|
open-enrollment charter school's Public Education Information |
|
Management System (PEIMS) report under this section may not include |
|
student information. |
|
(c) The commissioner may adopt rules as necessary to |
|
implement this section. |
|
Sec. 29.196. CAREER AND TECHNOLOGY EDUCATION REPORT. (a) |
|
Not later than January 1 of each odd-numbered year, the agency shall |
|
submit a report to the legislature on career and technology |
|
education. The report must include: |
|
(1) the number of school districts and open-enrollment |
|
charter schools offering career and technology education programs; |
|
(2) the courses of study provided at each district or |
|
school as part of the district's or school's career and technology |
|
education program; |
|
(3) the number of students in each district or school |
|
who have taken a career and technology education course, are |
|
seeking to complete a career and technology education program, or |
|
have completed a career and technology education program, |
|
disaggregated by: |
|
(A) region of the state; and |
|
(B) the type of career and technology education |
|
course or program; |
|
(4) the number of classroom teachers teaching a career |
|
and technology education course who are: |
|
(A) certified under Subchapter B, Chapter 21; or |
|
(B) issued a school district teaching permit |
|
under Section 21.055; |
|
(5) the number of classroom teachers teaching career |
|
and technology education courses in each regional education service |
|
center; |
|
(6) the funds received by each district and school |
|
from the career and technology education allotment and the |
|
percentage of those funds spent to provide career and technology |
|
education; |
|
(7) the location of each facility operated by a |
|
district or school for career and technology education; |
|
(8) the number of districts and schools that have |
|
entered into a contract with other districts or schools, public or |
|
private postsecondary educational institutions, or trade or |
|
technical schools to provide career and technology education for |
|
students in the district or school; |
|
(9) a description of available career and technology |
|
certifications, the availability of each certification throughout |
|
the state, and the number of students who have earned each |
|
certification since the previous report was filed; |
|
(10) a description of available industry-based |
|
credentials, the availability of each credential throughout the |
|
state, and the number of students who have earned each credential |
|
since the previous report was filed; |
|
(11) using data available from the Texas Workforce |
|
Commission, information on each industry or occupation in which a |
|
career and technology certification or industry-based credential |
|
is available, including: |
|
(A) median annual wage; |
|
(B) annual rate of occupation growth; |
|
(C) average annual employment; and |
|
(D) educational requirements; |
|
(12) the number of student contact hours in each |
|
career and technology education program; |
|
(13) the percentage of students participating in |
|
career and technology education programs in districts and schools, |
|
aggregated by district or school type as determined by the |
|
commissioner; and |
|
(14) any additional information or data that the |
|
agency determines necessary to provide the legislature with a |
|
complete understanding of career and technology education programs |
|
in this state. |
|
(b) The agency may use information and data collected from |
|
school districts, open-enrollment charter schools, or the Texas |
|
Workforce Commission to prepare the report required by Subsection |
|
(a). |
|
(c) The agency may, using existing resources: |
|
(1) acquire software to assist in the creation of the |
|
report required under Subsection (a); and |
|
(2) conduct a survey of school districts and |
|
open-enrollment charter schools on the barriers to providing career |
|
and technology education encountered by districts and schools. |
|
SECTION 2. This Act applies beginning with the 2021-2022 |
|
school year. |
|
SECTION 3. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2021. |
