A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to an interim study regarding the composition of the |
|
boards of directors of certain river authorities. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. INTERIM COMMITTEE; STUDY. (a) A joint interim |
|
committee consisting of the members of the Senate Committee on |
|
Natural Resources and Economic Development and the members of the |
|
House Committee on Natural Resources is created to study the |
|
effects of altering the composition of the boards of directors of |
|
the following river authorities: |
|
(1) Angelina and Neches River Authority; |
|
(2) Bandera County River Authority and Groundwater |
|
District; |
|
(3) Brazos River Authority; |
|
(4) Guadalupe-Blanco River Authority; |
|
(5) Lavaca-Navidad River Authority; |
|
(6) Lower Colorado River Authority; |
|
(7) Lower Neches Valley Authority; |
|
(8) Nueces River Authority; |
|
(9) Red River Authority of Texas; |
|
(10) Sabine River Authority of Texas; |
|
(11) San Jacinto River Authority; |
|
(12) Sulphur River Basin Authority; |
|
(13) Trinity River Authority of Texas; |
|
(14) Upper Colorado River Authority; and |
|
(15) Upper Guadalupe River Authority. |
|
(b) The study must consider the benefits and logistics of: |
|
(1) adding two elected members to each board of |
|
directors; and |
|
(2) adding one elected member to each board of |
|
directors and reducing the appointed members by one for each board |
|
of directors. |
|
(c) Not later than December 1, 2022, the joint interim |
|
committee shall report the committee's findings and |
|
recommendations to the members of the legislature. |
|
SECTION 2. ABOLITION OF COMMITTEE. The committee is |
|
abolished and this Act expires December 31, 2022. |
|
SECTION 3. EFFECTIVE DATE. This Act takes effect September |
|
1, 2021. |
