A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to the salary paid to certain public school teachers. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Section 21.402, Education Code, is amended by |
|
amending Subsection (c-1) and adding Subsections (c-2) and (c-3) to |
|
read as follows: |
|
(c-1) Notwithstanding Subsections (a) and (b), each school |
|
district shall pay a monthly salary to each [classroom teacher, |
|
full-time speech pathologist,] full-time librarian, full-time |
|
school counselor certified under Subchapter B, and full-time school |
|
nurse that is at least equal to the following monthly salary or the |
|
monthly salary determined by the commissioner under Subsections (a) |
|
and (b), whichever is greater: |
|

|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
(c-2) Subject to adjustment under Subsection (c-3), a |
|
school district must pay each classroom teacher not less than the |
|
following monthly salary, based on the teacher's level of |
|
experience in addition to other factors, as determined by |
|
commissioner rule: |
|

|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
|
(c-3) Beginning with the 2022-2023 school year, the minimum |
|
monthly salary that a school district must pay each classroom |
|
teacher under Subsection (c-2) is adjusted annually to increase the |
|
minimum monthly salary by the amount that results from applying the |
|
inflation rate, as determined by the comptroller on the basis of |
|
changes in the Consumer Price Index for All Urban Consumers |
|
published by the Bureau of Labor Statistics of the United States |
|
Department of Labor, to the minimum monthly salary required under |
|
Subsection (c-2) for the preceding school year. |
|
SECTION 2. This Act applies beginning with the 2021-2022 |
|
school year. |
|
SECTION 3. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2021. |
