R E S O L U T I O N
         WHEREAS, Family and friends will long treasure their memories
  of Mark Andrew Smith of Dallas, who died on January 18, 2021, at the
  age of 50; and
         WHEREAS, Mark Smith was born in Richardson on February 13,
  1970, to Randy and Margaret Smith, and he grew up with the
  companionship of two siblings, Todd and Camille; a talented
  athlete, he graduated from Richardson High School, where he
  received all-district honors in football; he continued to play for
  the Texas Longhorns at The University of Texas at Austin from 1989
  to 1992, and he was a member of the team that had four wins against
  the University of Oklahoma at the annual Red River Shootout; at six
  foot six and weighing around 300 pounds all of his adult life, he
  was nicknamed "Big" by a fellow Longhorn, and he went on to play
  rugby for a time with the Dallas Harlequins; and
         WHEREAS, Mr. Smith enjoyed a successful career in risk
  management with BAR Constructors, a family-owned municipal water
  contracting firm, where he worked his way up to become a minority
  owner; he was also active with the Texas Water Infrastructure
  Network as a founding member and chairman, and during the COVID-19
  pandemic, he was instrumental in keeping his team of essential
  workers safe on the job by adopting enhanced safety protocols,
  allowing them to provide critical water projects for communities
  across Texas; and
         WHEREAS, In all his endeavors, Mr. Smith enjoyed the love and
  support of his wife, Kim "Bambi" Smith, and he was the proud father
  of two daughters, Laney and Shay; he delighted in the time he spent
  hunting with his friends, the Hunters of Northridge, and he served
  his community as president of the Friends of Lakewood father's
  group and as a founder of the White Rock Spring Games; moreover, he
  was a faithful member of Northridge Presbyterian Church; and
         WHEREAS, A devoted family man and a respected professional,
  "Big" Smith brought strength, conviction, and pride to everything
  he did and everyone he loved, and he will forever remain a vibrant
  presence for those he leaves behind; now, therefore, be it
         RESOLVED, That the House of Representatives of the 87th Texas
  Legislature hereby pay tribute to the memory of Mark Andrew Smith
  and extend sincere condolences to the members of his family and to
  his many friends; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for his family and that when the Texas House of
  Representatives adjourns this day, it do so in memory of Mark Smith.
