R E S O L U T I O N
         WHEREAS, Eddie Edwards retired as Borger city manager on
  March 31, 2021, drawing to a close an exemplary 41-year career with
  the municipal government; and
         WHEREAS, Born and raised in Borger, Mr. Edwards joined the
  city in 1980 as a water maintenance supervisor and rose to become
  assistant utilities director; in 2006, he was named assistant city
  manager and human resources director, and he was appointed city
  manager four years later; his outstanding tenure saw such major
  developments as the $35 million Northwest Wellfield Project, which
  brought close to a billion dollars in industrial investment into
  the community and substantially increased the tax bases of
  Hutchinson County, the Borger Independent School District, the
  Frank Phillips College District, and the Hutchinson County Hospital
  District; and
         WHEREAS, Mr. Edwards also oversaw renovations to the Borger
  Central Fire Station and the purchase and renovation of the
  building that now serves as the police station; moreover, the old
  police station was converted into the Borger Municipal Building,
  which today houses the municipal court and the city's regional
  communications center; and
         WHEREAS, Exercising sound fiscal judgment, Mr. Edwards was
  instrumental in the increase of the city's financial reserves from
  $1.5 million to approximately $10 million; the Boomtown 2040
  Long-Range Comprehensive Plan was completed, and in 2018, the city
  council adopted a new mission and vision statement; in partnership
  with the county, the city acquired property for a convention and
  civic center and completed preparations for the groundbreaking; his
  many accolades include the Goodwin Regional Public Administrator
  Award from the Panhandle Regional Planning Commission, and he was a
  member of the American Water Works Association and Texas City
  Management Association, among other professional organizations;
  and
         WHEREAS, Mr. Edwards will continue to serve his fellow
  citizens in his new role as city manager emeritus; in all his
  endeavors, he enjoys the love and support of his wife, Cambden
  Edwards, and he takes great pride in their sons, Thomas and his
  wife, Julie, and James and his wife, Crysann, and in their
  grandchildren; and
         WHEREAS, A strong and dynamic leader, Eddie Edwards helped
  guide Borger through a period of tremendous progress, and his
  accomplishments have produced results of lasting benefit to area
  residents; now, therefore, be it
         RESOLVED, That the House of Representatives of the 87th Texas
  Legislature hereby congratulate Eddie Edwards on his retirement as
  Borger city manager and extend to him sincere best wishes for the
  future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Edwards as an expression of high regard by the
  Texas House of Representatives.
