R E S O L U T I O N
         WHEREAS, A life of meaningful service drew to a close with the
  passing of Collin County Detention Officer Joseph Francis Quillen
  Jr., on December 1, 2020, at the age of 51; and
         WHEREAS, Joe Quillen was born on August 27, 1969, in Chester,
  Pennsylvania; answering his nation's call to duty, he served in the
  U.S. Navy for six years; in the course of his career in law
  enforcement, he worked as a detention officer with the Collin
  County Sheriff's Office for 19 years and held the master jailer
  certification and license; highly respected by his peers, he was an
  influential mentor to numerous members of the agency; and
         WHEREAS, In all his endeavors, Officer Quillen enjoyed the
  love and support of his wife, Melissa, and he took great pride in
  his three sons; his family, friends, and colleagues appreciated his
  vibrant personality and sarcastic sense of humor, as well as his
  abiding kindness and compassion; and
         WHEREAS, A caring husband and father and a consummate law
  enforcement professional, Joe Quillen made a meaningful difference
  in the lives of his loved ones and fellow citizens alike, and he
  will forever be a source of inspiration to those he leaves behind;
  now, therefore, be it
         RESOLVED, That the House of Representatives of the 87th Texas
  Legislature hereby pay tribute to the memory of Officer Joseph
  Francis Quillen Jr. and extend sincere condolences to all who mourn
  his passing; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for his family and that when the Texas House of
  Representatives adjourns this day, it do so in memory of Officer Joe
  Quillen.
