A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to requiring the state auditor and the State Board of |
|
Education to conduct a review of certain assessment instruments |
|
administered to public school students. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. REVIEW OF STAAR AND STAAR ALTERNATE ASSESSMENT |
|
INSTRUMENTS. (a) The state auditor, in accordance with Chapter |
|
321, Government Code, and the State Board of Education shall |
|
conduct a review of each assessment instrument included in the |
|
State of Texas Assessments of Academic Readiness (STAAR) or the |
|
State of Texas Assessments of Academic Readiness Alternate (STAAR |
|
Alternate) to determine whether the assessment instrument is able |
|
to accurately measure student success. |
|
(b) In conducting the review, the state auditor and the |
|
State Board of Education shall provide opportunity for comment by |
|
parents, educators, and other interested parties. |
|
(c) The state auditor and the State Board of Education shall |
|
enter into a memorandum of understanding to establish each agency's |
|
respective responsibilities in developing and conducting the |
|
review. |
|
SECTION 2. REPORT. Not later than July 1, 2022, the state |
|
auditor and the State Board of Education shall submit a report |
|
containing the results of the review required by this Act to the |
|
governor, lieutenant governor, and members of the legislature. |
|
SECTION 3. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2021. |
