SENATE RESOLUTION NO. 316
|
|
WHEREAS, Captain Richard D. Brawley is retiring from the |
|
U.S. Navy on June 1, 2021, drawing to a close an exceptional |
|
military career that has spanned more than three decades; and |
|
|
WHEREAS, A native of Dallas, Richard Brawley went to the |
|
Naval Academy Preparatory School before attending the U.S. Naval |
|
Academy, where he graduated in 1991 with a bachelor's degree in |
|
history; he later studied at the Naval War College, where he |
|
received a master's degree in national security and strategic |
|
studies in 2003; and |
|
|
WHEREAS, Over the course of his impressive 31-year tenure |
|
in the navy, Captain Brawley served as ordnance officer aboard |
|
the USS Virginia, as navigator aboard the USS Laboon, as |
|
operations officer aboard the USS Ramage, and as combat systems |
|
officer aboard the USS Normandy; as the assistant operations |
|
officer and surface operations officer for Carrier Strike Group |
|
12, he served on the last two deployments of the USS Enterprise; |
|
and |
|
|
WHEREAS, Captain Brawley has also been a division officer |
|
instructor at the navy's Surface Warfare Officers School |
|
Command, a division head at the Surface Warfare Development |
|
Group, and the emergency action officer and assistant deputy |
|
director for operations at the Joint Staff; his other assignments |
|
include chief of staff and maritime operations director for U.S. |
|
Naval Central Command and the commander of the U.S. 5th Fleet, as |
|
well as director for C51 for the commander of Naval Surface |
|
Forces Atlantic; and |
|
|
WHEREAS, At sea, Captain Brawley has commanded the USS |
|
Patriot, the USS Nitze, and Destroyer Squadron 28; in February |
|
2019, he became the executive officer of Tactical Training Group, |
|
Atlantic, in Virginia Beach, Virginia, and since May 2020, he has |
|
been the group's commander; and |
|
|
WHEREAS, This exceptional officer's many decorations |
|
include the Legion of Merit, the Bronze Star, the Defense |
|
Meritorious Service Medal, the Meritorious Service Medal, and |
|
the Navy Commendation Medal, among other individual medals, and |
|
he has also been recognized with a variety of joint, unit, and |
|
campaign awards; and |
|
|
WHEREAS, Captain Richard Brawley's skill, experience, and |
|
dedication to duty have greatly benefited the defense of our |
|
nation and earned him the respect and admiration of his fellow |
|
officers, and he may indeed reflect with pride on a career well |
|
spent as he embarks on the next exciting chapter of his life; now, |
|
therefore, be it |
|
|
RESOLVED, That the Senate of the State of Texas, 87th |
|
Legislature, hereby congratulate Captain Richard D. Brawley on |
|
his retirement from the U.S. Navy and extend to him sincere best |
|
wishes for continued success and happiness; and, be it further |
|
|
RESOLVED, That an official copy of this Resolution be |
|
prepared for Captain Brawley as an expression of high regard from |
|
the Texas Senate. |
