No significant fiscal implication to the State is anticipated. It is assumed the provisions of the bill would not apply to Medicaid or the Children's Health Insurance Program, although the bill does not explicitly exclude them from most of the required benefits. If the provisions of the bill were applied to those programs, there may be a significant cost.
The bill would amend the Insurance Code relating to the ability of certain health benefit plan issuers to require preauthorization for certain health benefits. Based on information provided by the Texas Department of Insurance, this analysis assumes that the duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
