LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

April 20, 2021

TO:
Honorable Brooks Landgraf, Chair, House Committee on Environmental Regulation

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB631 by Darby (Relating to local government and other political subdivision regulation of certain solid waste facilities.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code to allow applicants of local permits for hazardous waste management and municipal solid waste facilities to not be required to obtain certain other permits as defined in the bill as a prerequisite for either of these permits being issued by the Texas Commission on Environmental Quality (TCEQ).

Based on the analysis of the TCEQ, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be absorbed with existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
