No significant fiscal implication to the State is anticipated.
The bill would amend the Code of Criminal Procedure, the Government Code, and the Local Government Code to create a $1 supplemental security fee imposed on individuals convicted of misdemeanor or felony offenses whose sentence on conviction includes the imposition of a fine. The revenue from the fee would be retained locally and deposited to the courthouse security fund, municipal court building security fund, or justice court building security fund, as appropriate.
According to the Office of Court Administration (OCA), no significant fiscal impact to the State court system is anticipated.
Local Government Impact
According to OCA, based on recent convictions data, the bill would result in a total revenue gain of $2,540,788 to local governments, with amounts varying by jurisdiction based on the number of convictions in those jurisdictions.
El Paso County does not anticipate a significant fiscal impact, though the county does anticipate receiving additional funding from the fee.
