LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

March 28, 2021

TO:
Honorable Ken King, Chair, House Committee on Culture, Recreation & Tourism

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB1381 by Longoria (Relating to the award of library construction grants by the Texas State Library and Archives Commission.), As Introduced

The bill would result in an indeterminate cost to the state. The bill authorizes the Texas State Library and Archives Commission to award library construction grants, the costs of which would be dependent on future appropriations by the legislature.

The bill would amend the Government Code to allow the Library and Archives Commission to provide construction grants, to encourage the establishment of new public libraries or the improvement of existing public libraries.

The bill would provide the basis for the Library and Archives Commission to award grants for this purpose, however, the agency assumes the use of existing funds and indicates that any costs associated with the bill could be absorbed within the agency's existing resources. Future costs would depend on appropriations by the legislature and those appropriations are currently unknown.

Local Government Impact

No fiscal implication to units of local government is anticipated.
