LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

April 20, 2021

TO:
Honorable Harold V. Dutton, Jr., Chair, House Committee on Public Education

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB1504 by Morales, Christina (relating to ethnic studies instruction in public schools.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would add ethnic studies, including Mexican American and African American studies, to the foundation curriculum that is required to be offered in each Kindergarten through grade 12 school district.

This analysis assume that any costs associated with the bill could be absorbed using existing resources.

Local Government Impact

According to the Texas Education Agency, adding Mexican American and African American studies to the required curriculum could lead to increased costs for school districts. These costs could be related to purchasing instructional material, hiring qualified staff, and providing professional development to teachers.
