No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 33 of the Human Resources Code by requiring the Health and Human Services Commission (HHSC) to contract with one or more third-party service providers to provide supplemental nutrition assistance program (SNAP) employment and training services. The bill would require HHSC to ensure the terms of the contract are designed to maximize the state's receipt of federal matching funds for SNAP employment and training services. The bill would require the executive commissioner of HHSC to adopt rules to provide SNAP benefits to students enrolled in a postsecondary educational institution. The bill would require the executive commissioner to establish a work group and consider the work group's input when adopting the rules. The section of the bill establishing a work group to provide input for the adoption of rules expires on September 1, 2023.

It is assumed that any costs associated with the bill could be absorbed using existing resources.
