No significant fiscal implication to the State is anticipated.
This analysis assumes the bill's provisions relating to creating a bilingual special education certification to teach students of limited English proficiency with disabilities would require TEA to dedicate new resources to implement the bilingual special education certification; however, a new SBEC fee paid by educator preparation programs and educators could be implemented to cover administrative costs beginning in FY 2024. It is assumed that costs associated with the bill's provisions in FY 2022 and FY 2023 could be absorbed using existing resources.
