No significant fiscal implication to the State is anticipated.
The bill would amend the Education Code relating to a public institution of higher education policy requiring students to reside on campus. It would require institutions to exempt students from a policy adopted by the institution requiring students to reside on campus if the student can demonstrate an ability to reside off campus at a lower cost or that the student cannot reside on campus without incurring debt. Several institutions reported that this could result in the loss of housing and meal plan revenue from students granted an exemption from the on-campus residency requirement. This auxiliary revenue is classified as institutional funds and would not impact the state.
