LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

March 24, 2021

TO:
Honorable Chris Paddie, Chair, House Committee on State Affairs

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB2362 by Harris (Relating to municipalities and counties that adopt budgets that defund law enforcement agencies.), As Introduced

No fiscal implication to the State is anticipated.

The bill would amend the Local Government Code to place a limit on the annual expenditures of a local government determined to have defunded its law enforcement agency by the Criminal Justice Division of the Office of the Governor.

The Office of the Governor anticipates no fiscal implication to the State.

Local Government Impact

According to the Texas Association of Counties, the bill would would have a significant fiscal impact on counties in that it would limit a county's ability to redirect savings from year-over-year changes in law enforcement budgets due to attrition, one-off expenditures for construction, vehicles, and the outfitting and training of new officers for other budget priorities.
