The fiscal implications of the bill cannot be determined at this time because the cost of a license and the number of licenses issued is unknown.
The bill would amend the Government Code as it relates to the provision of licenses to certain offenders released or discharged from the Texas Department of Criminal Justice (TDCJ). The bill would also direct TDCJ to provide offenders with information related to the restoration of voting eligibility upon release.
According to TDCJ, the fiscal impact would be dependent on the costs related to ordering driver licenses and the number of licenses. In fiscal year 2020, TDCJ provided 13,700 personal identification cards to released offenders at a cost of $5 per card. According to the Department of Public Safety, the costs associated with the bill's provisions could be absorbed using existing resources.
This analysis assumes implementing the provisions of the bill would not result in a significant impact on state correctional populations or on the demand for state correctional resources.
