Honorable Garnet Coleman, Chair, House Committee on County Affairs
FROM:
Jerry McGinty, Director, Legislative Budget Board
IN RE:
HB2831 by White (Relating to the confinement in county jail of persons with intellectual or developmental disabilities.), Committee Report 1st House, Substituted
No significant fiscal implication to the State is anticipated.
The bill would amend the Government Code to direct the Texas Commission on Jail Standards (TCJS) to establish an advisory committee to make recommendations related to persons with intellectual or developmental disabilities confined in a county jail. The bill would also require the Texas Commission on Law Enforcement (TCOLE) and TCJS to establish a training program for county jailers.
According to TCJS, TCOLE, and the Health and Human Services Commission, the costs associated with the bill's provisions could be absorbed using existing resources.
Local Government Impact
According to Travis County, the Advisory Committee would only require time spent by their County Sheriff and not incur any additional cost. Implementing the committee's recommendations and training for jailers on interacting with inmates with IDD issues would have a cost, but the county cannot quantify without additional information.
