No significant fiscal implication to the State is anticipated.
The bill would amend Health and Safety Code Chapter 247 to require the Health and Human Services Commission (HHSC) to automatically issue a temporary license to an existing facility licensed under Chapter 247 that has a change of ownership in the facility. The bill would also allow HHSC to issue the temporary license without conducting an inspection if HHSC determines an inspection is not necessary. The bill would require the executive commissioner of HHSC to adopt any rules necessary no later than January 1, 2022.
HHSC indicates any cost to implement provisions of the bill would be minimal and could be absorbed within available resources.
