Fiscal Analysis

The bill would amend the Government Code relating to a study on the establishment of a statewide homelessness data system. The bill directs the Texas Interagency Council for the Homeless (TICH) to conduct a study on the feasibility of establishing a statewide homelessness data system to be used by state agencies, local government, and other relevant entities to share information about homeless individuals.

Methodology

Based on information provided by the Texas Department of Housing and Community Affairs, implementation of the bill would result in a cost of $125,000 in General Revenue in fiscal year 2022. The Department would procure a third party to undertake the required study and has based cost assumptions on similar housing reports and studies outsourced by the agency.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
