Honorable Robert Nichols, Chair, Senate Committee on Transportation
FROM:
Jerry McGinty, Director, Legislative Budget Board
IN RE:
HB3078 by Bailes (Relating to the registration of certain motor vehicles as farm or ranch vehicles.), As Engrossed
No significant fiscal implication to the State is anticipated.
The bill would amend Section 502.433 of the Transportation Code, relating to commercial farm motor vehicles, to make ranch vehicles subject to this section. The bill would require the Texas Department of Motor Vehicles (TxDMV) to provide separate distinguishing license plates for farm and ranch vehicles and provide a person who registers a vehicle under this section the option of designating the vehicle as either a farm vehicle or a ranch vehicle.
Based on the information and analysis provided by TxDMV, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within existing resources. Based on the analysis of TxDMV and the Comptroller of Public Accounts, it is assumed the bill would have no impact to State revenue because vehicles that would be registered as ranch vehicles are currently eligible to be registered as farm vehicles under Section 502.433.
Local Government Impact
No fiscal implication to units of local government is anticipated.
