LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

April 21, 2021

TO:
Honorable Harold V. Dutton, Jr., Chair, House Committee on Public Education

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB3256 by Harless (relating to the confidentiality of a full-time public school employee ’s home or residence address in certain government records and documents.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend Section 25.025(a) of the Tax Code, to add full-time employees of a public school to the list of individuals who can chose to keep their home address confidential on a tax appraisal or assessment. The bill would amend the Transportation Code to require the Department of Public Safety (DPS) to establish a procedure, on showing of a driver license holder's full-time employment at a public school, to omit the residence address of the license holder on the license holder's license and to instead include the street address of the public school.

Based on the information provided by the Comptroller's office and DPS, it is assumed implementation of the bill would not result in a significant fiscal impact to the State.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
