Honorable Brooks Landgraf, Chair, House Committee on Environmental Regulation
FROM:
Jerry McGinty, Director, Legislative Budget Board
IN RE:
HB3858 by Ordaz Perez (Relating to the provision by the Texas Commission on Environmental Quality of certain information in a language other than English.), As Introduced
No significant fiscal implication to the State is anticipated.
The bill would require the Texas Commission on Environmental Quality (TCEQ) to provide certain notifications, meeting transcripts, and other notices in a language other than English under circumstances defined in the bill.
Based on information provided by TCEQ, this analysis assumes that duties and responsibilities associated with implementing the provisions of the bill could be absorbed with existing resources.
Local Government Impact
According to the TCEQ, local and other governmental entities that are permit applicants to TCEQ, or otherwise are required to provide notice of some activity, and that submit applications that are subject to the requirements of the bill may see an increase in permit application fees to cover the costs of the translations required by the bill.
