The bill would amend Government Code Chapter 531 to require the Statewide Behavioral Health Coordinating Council (SBHCC) to include suicide prevention efforts in the statewide behavioral health strategic plan. The bill would create an SBHCC subcommittee to focus on suicide prevention efforts. The bill would permit public or private entities that collect information on suicide and suicide prevention to provide data to the Health and Human Services Commission (HHSC). This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2021.
HHSC anticipates any additional work resulting from the passage of the bill could be reasonably absorbed within current resources. It is assumed other state agencies participating on the SBHCC could absorb the costs associated with the bill within current resources.
No significant fiscal implication to units of local government is anticipated.
