The bill would add Subchapter W to Chapter 623 of the Transportation Code to authorize the Texas Department of Motor Vehicles (TxDMV) to issue oversize and overweight vehicle permits to vehicles carrying steel products in Dallas, Ellis, and Johnson Counties on certain roadways specified by the bill. The bill would authorize TxDMV to collect a fee for issuance of the permit and require the fees collected to be deposited to the State Highway Fund to be used only for operation and maintenance of roadways specified by the bill. The bill would require TxDMV to adopt rules to implement the provisions of the bill, including rules governing the application for the permit.
Based on the information provided by TxDMV, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within the agency's existing resources. Because the amount of the permit fee and number of applications for the permit established by the bill is unknown, the fiscal impact to the State and the State Highway Fund cannot be determined at this time.
Note: This legislation would do one or more of the following: create or recreate a dedicated account in the General Revenue Fund, create or recreate a special or trust fund either with or outside of the Treasury, or create a dedicated revenue source. The fund, account, or revenue dedication included in this bill would be subject to funds consolidation review by the current Legislature.
