Fiscal Analysis

The bill would require the Texas Commission on Law Enforcement (TCOLE) to submit a report regarding peace officer salaries in the state to the Governor, Lt. Governor, the Speaker, and each standing committee of the legislature with primary jurisdiction over the commission, not later than December 1, 2022.

Methodology

Based upon the information provided by TCOLE, it is assumed it would require 1.0 Researcher/Writer with the capability to receive and analyze the compensation information, as well as to research cost-of-living data from across Texas and other states as required under the provisions of the bill. The estimated cost for the additional FTE would be $96,700 in fiscal year 2022, which includes salary, benefits, and other personnel costs. Other operating costs and rent is estimated to be $14,751 for the fiscal year.

This analysis assumes implementing the provisions of the bill would not result in a significant impact on state correctional populations or on the demand for state correctional resources.


Technology

According to TCOLE, the estimated cost for computer, software, and IT security would be $9,557 in fiscal year 2022.


Local Government Impact

No significant fiscal implication to units of local government is anticipated.
