No significant fiscal implication to the State is anticipated.

The bill would amend the Education Code relating to off-campus workforce education or lower-division programs offered by a public institution of higher education at the request of an employer. The bill would allow institutions to enter into agreements with employers to provide credit or noncredit off-campus workforce education or lower-division programs to the institution's students at a site requested by the employer without approval of the higher education regional council given certain provisions defined by the bill. Institutions of Higher Education indicate that any costs associated with the bill could be absorbed within existing resources.
