The bill would amend the Code of Criminal Procedure to allow a judge that grants community supervision to a defendant convicted of certain offenses related to cruelty to animals to prohibit the defendant from possessing animals and require participation in certain counseling programs.
Based on the analysis of the Office of Court Administration, duties and responsibilities associated with implementing the provisions of the bill could be accomplished using existing resources.
This analysis assumes the provisions of the bill would not result in a significant impact on state correctional populations or on the demand for state correctional resources.
The bill would take effect September 1, 2021.
