LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

April 6, 2021

TO:
Honorable Brandon Creighton, Chair, Senate Committee on Higher Education

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
SB810 by Kolkhorst (Relating to the course information required to be posted on a public institution of higher education's Internet website.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Education Code to require institutions of higher education to post certain course information on the institution's website. The bill would require the Higher Education Coordinating Board to monitor compliance with these requirements and make available to the public on the agency's website a list indicating each institution of higher education's compliance or noncompliance. Under provisions of the bill, if an institution fails to comply, the bill would require the Higher Education Coordinating Board to notify the Comptroller, and the Comptroller would be authorized to withhold one percent of the total amount of General Revenue funds appropriated directly to the institution for that fiscal year until compliance is complete. It is assumed that any costs associated with the bill could be absorbed using existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
