No significant fiscal implication to the State is anticipated.

The bill would amend Family Code to require a court to review the placement of children in an Qualified Residential Treatment Program and require the Department of Family and Protective Services (DFPS) to submit evidence at each status review and each permanency hearing.

The bill would also require DFPS, in collaboration with the Supreme Court of Texas Children's Commission, to establish and oversee a workgroup on best practices related to Residential Treatment Center placements and submit a report on recommendations and findings.  

Based on analysis of DFPS and the Office of Court Administration, it is assumed that the costs to implement the provisions of the bill could be absorbed within existing resources.
