LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

April 22, 2021

TO:
Honorable Robert Nichols, Chair, Senate Committee on Transportation

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
SB2054 by Menéndez (relating to the payment of fees and costs associated with driver education and safety courses and driver's license examinations for foster children or youth, former foster children or youth, and youth experiencing homelessness.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would add Section 521.168 to Chapter 521 of the Transportation Code directing the Texas Workforce Commission (TWC) to pay the fees associated with obtaining a driver's license, including educational course requirements, for foster children or youth, former foster children or youth, and youth experiencing homelessness.

This analysis assumes there would be a minimal cost associated with implementing the provisions of the bill that could be absorbed within current resources at TWC.

The Department of Public Safety, Department of Licensing and Regulation, and Department of Family and Protective Services indicate no fiscal impact with implementing the provisions of the bill.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
