Pursuant to a notice posted on March 26, 2021 the House Committee on Elections met in a public hearing and was called to order by the chair, Representative Cain, at 8:08 a.m.

 

The initial quorum call was answered as follows: Representatives Cain; González, Jessica; Beckley; Bucy; Clardy; Fierro; Jetton; Schofield; and Swanson.

Representative González, Jessica raised a point of order under House Rule 4, Section 7, on the grounds that the analysis provided to the committee members before the committee hearing was a background and purpose and not a section-by-section analysis.

 

The chair overruled the point of order.

 

Representative González, Jessica appealed the ruling of the chair.

 

The appeal was seconded by Representative Beckley.

 

The chair announced that the committee would stand at ease for five minutes.

 

The chair called the committee back to order and asked if there were additional seconds of the appeal.  The appeal was then seconded by Representatives Fierro and Bucy.  The chair called Representative Schofield to preside.
