Pursuant to a notice posted on March 15, 2022, the House Committee on Human Services met in a public hearing and was called to order by the chair, Representative Frank, at 12:04 p.m.

 

The initial quorum call was answered as follows: Representatives Frank; Hinojosa; Hull; Klick; Meza; Neave; Noble; Rose; and Shaheen.

 

A quorum was present.

 


 

The Chair made opening remarks.

 

The Committee took testimony on the security and safety of Texas youth in state-licensed facilities and the efficacy of investigative and regulatory processes.

The Committee took testimony on the impact of the lawsuit on foster care capacity and the child welfare system.
