Pursuant to a notice posted on February 16, 2021, revised on February 24, 2021, and permission granted on February 24, 2021, to meet while the House was in session, the House Committee on State Affairs met in a public hearing and was called to order by the chair, Representative Paddie, at 9:00 a.m.

 

The initial quorum call was answered as follows: Representatives Paddie; Hernandez; Deshotel; Harless; Howard; Hunter; King, Phil; Lucio III; Metcalf; Raymond; Shaheen; Slawson; and Smithee.

 

A quorum was present.

 

The committee held a joint public hearing with the Committee on Energy Resources to consider the factors that led to the statewide electrical blackouts during the recent unprecedented weather event; the response by industry, suppliers, and grid operators; and changes necessary to avoid future power interruptions.

The chairs of both committees made opening statements.

At 12:25 a.m., on the motion of the chair and without objection, the meeting was recessed until 9:00 a.m., February 26, 2021.

 

Pursuant to the recess, the committee reconvened at 9:01 a.m. and was called to order by the chair, Representative Paddie.
