Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Local Government was held on Monday, March 29, 2021, in the Ext. Auditorium.

The chair called the meeting to order at 10:04 AM. There being a quorum present, the following business was transacted: 

 

As a matter of pending business, the Chair laid out SB 186.

 

Senator Menéndez moved that SB 186 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Menéndez moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business SB 230.

 

Senator Menéndez moved for the adoption of the committee substitute; without objection, it was so ordered. Senator Menéndez moved that SB 230 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent.

Senator Nichols moved that the adoption of the committee substitute; without objection, it was so ordered. Senator Nichols moved that SB 646 do not pass but that CSSB 646 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 3 nays, 0 present not voting, and 1 absent.

 

The chair laid out SB 630 and recognized the author, Senator Hinojosa, to explain the bill. No witnesses registered or testified on the bill.

 

Senator Bettencourt moved that SB 630 be left pending; without objection, it was so ordered.

 

The chair laid out SB 916 and recognized the author, Senator Seliger, to explain the bill. Senator Bettencourt sent up a committee substitute.  The chair recognized Senator Seliger to explain the difference between the committee substitute and the senate bill as filed.

There being no further business, at 11:04 AM Senator Menéndez moved that the Committee stand recessed until after the adjournment of the Senate. Without objection, it was so ordered. 

 

At 6:08 PM Senator Bettencourt reconvened the meeting.

 

At 6:08 PM Senator Menéndez assumed the chair.

 

The chair laid out as a matter of pending business SB 591. Senator Bettencourt moved to withdraw the previous committee substitute sent up in a previous committee hearing. Senator Bettencourt sent up a new committee substitute and was asked to explain the difference between the new committee substitute and the previous committee substitute.

 

Senator Bettencourt moved that SB 591 do not pass but that CSSB 591 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Menéndez moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

At 6:10 PM Senator Bettencourt resumed the chair.

 

The chair laid out SB 725 and recognized Senator Springer, in the absence of the author, to explain the bill.

 

Senator Springer moved that SB 725 be left pending; without objection, it was so ordered. 

 

The chair laid out SB 1338 and recognized the author, Senator Zaffirini, to explain the bill.

 

No witnesses testified on the bill.

 

Senator Zaffirini moved that SB 1338 be left pending; without objection, it was so ordered.
